Immutable successor to #159 on current main.

All six Cargoless jobs move from the saturated shared docker label to the already-live, GitOps-managed cargoless-ci runner. This is the exact routing change previously proven green on #159; no source or test semantics change.

Live evidence before this successor: PRs #164 and #165 had zero tasks created for hours while more than 1,000 newer platform jobs entered the shared queue, and forgejo-runner-fsn-1 was healthy with the dedicated label. No local build or OpenCode was used.
