Repairs the push-only main RED without weakening timeout coverage. The structured-result semantic fixture used the operational 3s default, so loaded-runner scheduling could replace its expected unapproved-degradation diagnostic with the independent timeout diagnostic. Give this fixture explicit semantic-test budgets; dedicated timeout tests remain unchanged.\n\nRED evidence: main run 1024, task 231173, project_checks::tests::unlisted_degradation_reason_is_indeterminate_and_fail_closed.\n\nFix basis: 5826105742.
