Adds streamer launch support for URL-provided RTCIceServer config and iceTransportPolicy. Keeps public STUN fallback for dev, logs only a redacted summary, and preserves the existing streamer page contract.\n\nChecks:\n- node --check capture/streamer-page/streamer.js\n- bash tests/runtime/phase2-runtime-contract.sh\n- git diff --check
