Immutable successor to #164 on current main after the dedicated Cargoless CI lane landed.

shared_with now means exactly: other PRs that own at least one of this PR's failing files. A same-file collision reports the co-owner; an independent sole-owner error reports an empty list even when the batch contains unrelated reds.

The source and test delta is byte-for-byte identical to #164. The four-member regression covers A+B sharing one failing file, C owning an independent red, and D surviving. No local build or OpenCode was used.
